NEW YORK — Toyota Motor Corp. is soliciting voluntary retirement from 2,000 of its U.S. workers, or about 10 percent of the automaker's total workforce in the country, in a program to replace veteran workers with younger ones, Toyota officials said Friday.
The automaker is offering incentives to employees who have worked at the company for more than 22 years, before they retire in the near future when they can receive pensions after working 25 years and impose a negative impact on production, they said.

MUMBAI — Maruti Suzuki India Ltd., an Indian unit of Suzuki Motor Corp., said Saturday its domestic new car sales in November rose 9.7 percent from a year earlier to 90,882 units.
Including exports, sales rose 12.5 percent to 103,200 vehicles. Sales of small cars largely leveled off on higher gas prices, but multipurpose vehicles topped the year-before level by over 7,000 units, reflecting the popularity of the Ertiga seven-seat hatchback launched in April.

KDDI, provider of au mobile communications services, is adding the tablet computer to its lineup in addition to the iPhone smartphones it has been selling since October 2011.
Softbank monopolized Japan sales of the iPhone as well as the standard iPad with cellular capabilities before KDDI's entry into the market. Softbank and KDDI also released the new iPad 4, which is the same size as older versions of the tablet but has better functions.

Finance Minister Koriki Jojima and his South Korean counterpart agreed to work together more closely for the sake of the shaky global economy as Tokyo and Seoul look to repair bilateral ties frayed by an island dispute, government officials said.
At a meeting Saturday, Jojima and South Korean Strategy and Finance Minister Bahk Jae Wan shared their sense of crisis over the global economy and noted the risk of it slowing down further over the eurozone's protracted fiscal crisis and the threat of the U.S. falling off its "fiscal cliff" in January, officials said.
Jojima and Bahk confirmed the two countries will boost cooperation in a wide range of areas — including finance, energy and the environment — to bolster the global economy, the officials said.

Major industrialized countries could save at least $3.6 billion (¥297 billion) over a five-year period under the Kyoto Protocol by launching greenhouse gas reduction projects in developing nations, a recently compiled U.N. report argues.
Private businesses in developed nations could save $2.3 billion and the public sector $1.3 billion from 2008-2012 under the Kyoto Protocol's Clean Development Mechanism, the report said.
Japanese companies could reduce emissions costs by $150 million (¥12.4 billion) during the commitment period, according to the report, which was compiled by a body operating the mechanism.
The system allows industrialized economies to meet part of their emission reduction commitments under the Kyoto Protocol by receiving emission credits in return for investing in emission-cutting projects in developing nations.

"We will consider investing in airline companies in Asia and related firms if they create potential synergies with our operations," Ito said in a recent interview.

Shinzo Abe said he would consider making the Bank of Japan purchase construction bonds directly from the government as a way to tame chronic deflation if his Liberal Democratic Party wins December's Lower House election and he becomes prime minister.
Abe, who heads the largest opposition party, also said he would appoint as the central bank's next governor someone who agrees with his proposed annual inflation target of 2 to 3 percent. BOJ Governor Masaaki Shirakawa's term of office is set to expire next April.
"We would carry out necessary public investment and have the BOJ purchase construction bonds to forcibly put money in the market," Abe said Saturday in the city of Kumamoto, referring to special government-issued bonds to raise funds for public works. "We would take fiscal policy steps as well as monetary policy measures to overcome deflation at an early time."
The remarks by Abe, a former prime minister, are backed by many LDP members who have called for massive public works spending to stimulate the economy, but are considered controversial by other parties given Japan's precarious fiscal state and snowballing government debt.
Under current law, the government is obligated to cover fiscal spending with tax income but it is also allowed to issue special construction bonds for public works, for instance to fund new roads and bridges, as politicians claim such infrastructure will be used for years and insist future generations should have to bear the financial burden.
Forcing the BOJ to buy government bonds has been long considered taboo because the move caused hyperinflation and devastated Japan's economy immediately after the end of World War II.

The government on Friday revised down its assessment of the economy in November, lowering the outlook for the fourth straight month, almost matching the dire trend seen after the 2008 global financial crash.
The economy has "shown weakness recently due to the world economy's deceleration," the Cabinet Office stated in a monthly report, pointing out that exports and production remain sluggish while private consumption and corporate investment are slowing. In October, it said the economy was "in a weak tone."

Prime Minister Yoshihiko Noda will inform U.S. President Barack Obama during next week's East Asia Summit in Phnom Penh that Japan takes a positive view on joining the Trans-Pacific Partnership free-trade agreement.
Noda is aiming to accelerate talks with the Obama side on participating in the free-trade accord before the next round of multilateral negotiations is held next month in New Zealand, political sources said Thursday.
As Liberal Democratic Party lawmakers strongly oppose Japan's participation in the TPP discussions, Noda is also hoping that expressing a positive intention toward the initiative might garner the support of like-minded voters ahead of the Dec. 16 general election, the sources said.

A science ministry working group studying stem cells and regenerative medicine has updated its road map on induced pluripotent stem-cell research, aiming to create human organs including brains, lungs and kidneys via iPS cells within 10 years.
The group's updated plan, first compiled in 2009, calls for the distribution of iPS cells for regenerative medicine to start within the next two to three years. The announcement comes after Kyoto University professor Shinya Yamanaka jointly won this year's Nobel Prize in physiology or medicine for his revolutionary work in developing iPS cells.

Nissan Motor Co. said Friday it will spend about $358 million to construct a second auto assembly plant in Thailand as it ramps up production overseas, away from its costly domestic factories.
The new plant in Samut Prakan Province will be built close to Nissan's factory near Bangkok, and will eventually employ about 6,000 workers.
Japan's second-biggest automaker said it will initially build 75,000 vehicles at the new plant, scheduled to open in August 2014, before expanding annual output to 150,000 units. Nissan made 190,00 vehicles in Thailand last year.
"(It) will not only enable us to raise our competitiveness in the domestic market, but will ensure Thailand's position as a key strategic global export hub for Nissan," the automaker's executive vice president, Hiroto Saikawa, said in a statement.

Bachar, formerly director general of Israel's Finance Ministry, was speaking at a symposium organized by the Keizai Koho Center on Oct. 15 to discuss the global economy and Mideast issues.
"We are a very small country whose economy is equivalent to 5 percent of Japan in terms of gross domestic product, but its macroeconomic principles are not much different from those required in running a major economy," he said.

As Apple Inc. and Google Inc. continue to increase their presence in multiple markets, Microsoft views its new OS as crucial to counter competition from its archrivals, according to experts.
"Microsoft is taking a big gamble over the next few months with Windows 8," U.S.-based IT consulting firm Gartner Inc. said last month. "It is a risk Microsoft must take to stay relevant in a world where mobile devices offering new experiences are becoming the norm."

The Bank of Japan may ease monetary policy for a second straight month at its Policy Board meeting Tuesday amid fears the postdisaster-related economic upswing is stalling, threatening to prolong the country's deflationary spiral, sources said.

This summer, while most of the rest of the world was watching the Olympic Games, dozens of Japanese students were mesmerized by the world of computer viruses and bugs.
Some locked themselves in a room and spent six hours analyzing a malware worm called Gumbler that had tampered with the websites of Japanese companies like Honda in 2009. Others spent hours writing code to check the vulnerability of websites.
"When I ask the instructor to attack my website, he immediately spotted the vulnerability," said Yoshihiro Ura, a 19-year-old student at Osaka Prefecture University College of Technology. He was one of 40 participants at the cybersecurity camp in August, selected from some 300 candidates.
The Information-technology Promotion Agency has been sponsoring the security camp since 2004 to raise awareness about computer security among potential IT experts under age 22 and to nurture their talents.
Some people might call the participants geeks, or worse, potential hackers if they should go astray. But they also could be the foot soldiers fighting on the side of good in the wars of cyberspace.

BATON ROUGE, Louisiana — The mother of Yoshihiro Hattori, the Japanese exchange student who was accidentally shot dead in Baton Rouge just over 20 years ago, recently attended a gun control meeting in the city to appeal for the removal of firearms from U.S. homes.
The United States should work toward creating a society in which people do not feel the need to possess guns for self-defense, said Mieko Hattori, 64. Hattori's 16-year-old son was gunned down on Oct. 17, 1992, by a local resident when he mistakenly walked up to the man's house in search of a Halloween party.
Mieko addressed the meeting after a documentary film about the incident was screened.
Mieko said she and her husband, Masaichi, 65, have been pushing for stricter gun control measures in the United States in the hope that their son will not have died in vain. But she also said she's shocked by how the situation surrounding gun control has changed.
She was referring to the fact that more than 30 U.S. states have adopted so-called stand-your-ground laws, which allow people to use deadly force in self-defense when there is reasonable belief of an unlawful threat.

YOKOHAMA — The Kanagawa Prefectural Police apologized Saturday to a 19-year-old youth for his wrongful arrest over a threatening message sent from his PC to the website of the Yokohama Municipal Government, admitting their investigation had been insufficient.
After visiting the teen's home, Takashi Fukui, head of the Hodogaya Police Station, told reporters he offered apologies to him and his parents. Fukui, who headed the investigation, said the family made requests concerning the investigation but was asked not to reveal any details of their discussion.
The charges against the youth were dropped after police began to suspect that his personal computer had been infected with a virus that enabled a third party to remotely operate it and send out the menacing message. Fukui said the youth, whose name has been withheld, was visibly angry about his arrest.
A senior official of the Yokohama District Public Prosecutor's Office also stopped by the youth's home later to apologize for the incident.
The Hodogaya Police Station was put in charge of examining the message in question, which claimed an elementary school within the jurisdiction of the police station would be attacked.

FUKUOKA — A knife-wielding attacker injured six men at JR Hakata Station in the city of Fukuoka early Saturday morning, causing five to be taken to a hospital, firefighters said, noting their injuries did not appear to be life-threatening.

The Fukuoka Prefectural Police subdued and arrested Kimitaka Nakano, 26, on suspicion of breaking the Sword and Firearm Control Law after he allegedly attacked six men at the station using a kitchen knife with a 17-cm blade.
Three of the five hospitalized victims are in their 30s, while one is in his 20s and the other in his 40s, the Fukuoka Municipal Fire Department said.
The police believe Nakano, a Fukuoka resident, did not know any of the victims. They quoted Nakano as saying he "wanted to stab people."
"The man had a knife in his right hand. A police officer knocked it out of his hand and subdued him," a 42-year-old taxi driver who witnessed the incident in Hakata Ward said.

Prime Minister Yoshihiko Noda on Friday congratulated scientist Shinya Yamanaka for sharing this year's Nobel Prize in physiology or medicine, telling him the news brought "great joy all over Japan."
During his meeting with Yamanaka, Noda said his wife, Hitomi, has personally contributed funds to help the Kyoto University professor conduct his research.
Yamanaka, who shared the prize with John Gurdon of Britain, a professor emeritus at Cambridge University, won for his work on artificially derived multipurpose stem cells.
Yamanaka reiterated his appreciation for the government support his research has received.
"Not only I, but Japan as a whole, received the prize" for the discovery that mature cells can be reprogrammed to become pluripotent, or iPS, cells, he said.
Noda emphasized the government will make efforts to support research of the iPS cell so it will be put to practical use.

"It hasn't disclosed country-by-country numbers showing what progress has been made to date and what it expects going forward," said Weiss, who recommends selling the firm's stock.
Mikitani, a Harvard Business School grad who requires employees to learn English, said he plans to expand to 27 countries and regions from 13 at present.

Japan Petroleum Exploration Co.'s test extraction of oil from deep underground shale rocks, a first for Japan, has raised hopes of improving energy security in a nation that relies on imports for almost all of its fossil fuel needs.


But newly tapped"unconventional"resources, such as shale oil and shale gas, require complicated methods of extraction that also raise environmental concerns.

Because it also entails relatively high drilling and extraction costs, it doesn't appear likely to become a primary source of energy in Japan, where the need for different resources has grown acute since the Fukushima crisis shut down nuclear reactors across the country.
Oil was confirmed Wednesday at the Ayukawa oil and gas field in mountains in the city of Yurihonjo, Akita Prefecture.

Officials at the company, known as JAPEX, appeared more preoccupied with the challenges of commercialization than feeling the joy of achieving a "first" for Japan.
"This oil is costly, in part because we need to pay heed to the environment," said Keisuke Inoue, the head of the company's Akita mining office who oversaw the test exploration project.
The extraction process required pumping a large volume of hydrochloric acid into rock layers about 1,800 meters deep to dissolve limestone that clogs cracks through which oil can be obtained.

Not to miss out, NTT DoCoMo Inc. is adopting this strategy in a big way. Japan's largest cellphone carrier is introducing a robot concierge that communicates verbally with its master in addition to plucking personal data from the user's smartphone.
The prototype, called Shabette Robo, is designed to provide helpful everyday information and entertainment, such as recommending what music to listen to or the fastest way to get somewhere and tourist information before leaving, based on the user's smartphone data stored on the Internet.

Former Bank of Japan executive Eiji Hirano says Japan should take advantage of the annual meetings next week of the International Monetary Fund and World Bank Group to play up the country's resilience following the March 11, 2011, quake and tsunami.

Sales have been shrinking in the face of competition from smartphones, most of which are designed to double as music players.
The F series incorporates newly developed data-processing technology to reproduce vivid voice and instrument sounds. It will also come with the Android operating system so people can download games and videos from Google Play, Sony said.
The 16-gigabyte model will cost around ¥26,000 and the 64-gigabyte model about ¥35,000, Sony said, with speakers and Bluetooth headsets in various colors available as options.

Sony Corp. will release a new series of portable music players on Oct. 20 that will boast the best sound quality in the Walkman lineup.
The struggling electronics giant said Thursday that it is hoping the F series, which have built-in noise-canceling technology to generate crisp acoustics for the wireless-earphone version, will draw new interest to the portable music player market. Sales have been shrinking in the face of competition from smartphones, most of which are designed to double as music players.
The F series incorporates newly developed data-processing technology to reproduce vivid voice and instrument sounds. It will also come with the Android operating system so people can download games and videos from Google Play, Sony said.
The 16-gigabyte model will cost around ¥26,000 and the 64-gigabyte model about ¥35,000, Sony said, with speakers and Bluetooth headsets in various colors available as options.

Article 1
About one in four companies want their female employees to quit when giving birth rather than take child care leave, according to a new survey.

Aidem Inc., the publisher of a free job information magazine, said Friday 25.3 percent of firms want such women to quit, while 16.9 percent said they can't allow their male employees to take child care leave.
"The results vividly showed that giving consideration for child care leave has yet to become pervasive among companies," an Aidem official in charge of the survey said. "We want the government to actively raise awareness."

The Finance Ministry is considering imposing the consumption tax on digital books, music and other content downloaded from websites operated by overseas vendors, sources said Friday.

Such products are currently tax-free. The change could take effect in April 2014, which is when the consumption tax would be raised to 8 percent under a bill that has cleared the Lower House and is now in the Upper House, the sources said.
The Finance Ministry hopes the change would provide a level playing field for domestic providers of online content, they said.
A panel will be created as early as next month to discuss a possible system to collect the revenue, the sources said.

The unemployment rate fell to 4.4 percent in May from 4.6 percent in April, marking the first improvement in three months on the back of the moderately recovering economy, the Internal Affairs and Communications Ministry said Friday.

While the outcome was a positive surprise for private-sector economists who had expected the seasonally adjusted rate to stay flat, a ministry official said the move is in line with the recent "seesawing" trend.
Separate data by the Health, Labor and Welfare Ministry showed that job availability improved for the 12th straight month, with the ratio of employment offers to seekers up to 0.81 last month from 0.79 in April. This means 81 positions were available for every 100 job seekers.
The internal affairs ministry official said it appears that increasing job availability is gradually starting to help more people find work.
The number of unemployed people dropped by 100,000 to 2.89 million.
The number of people with jobs fell by 100,000, dropping to 62.45 million, but the official noted that the month-on-month decline is becoming smaller than before after logging a fall of 170,000 in March.
The decrease in the number of employed people can be partly attributed to demographic changes, as the baby-boom generation is reaching the age of 65 from this year, he added.
By industry, people with jobs in the manufacturing sector increased, leading to an improvement in the jobless rate for men.
The unemployment rate for men dropped to 4.5 percent from 4.8 percent, but the rate for women increased to 4.3 percent from 4.2 percent.

Article 1
Firms actively expanding overseas operations tend to employ more workers than firms focusing on domestic markets, the Ministry of Economy, Trade and Industry said in an annual report Friday.
The ministry showed the view based on a survey on business strategies of Japanese firms with overseas presence through exports, direct investment and production outsourcing, and those operating only in Japan.
The survey revealed that 16.2 percent of manufacturers with both domestic and overseas operations said they will increase employment in the three years to 2015, compared with 6.1 percent for those with domestic operations only, according to the 2012 report on trade.
In nonmanufacturing industries, the proportion stood at 32.6 percent for firms doing business abroad as well as in Japan and at 28.7 percent for companies focusing on domestic operations.
The report also stressed the need for Japanese manufacturers to strengthen their export competitiveness by making products that are expensive but sell well, noting that German products, for example, can maintain their competitiveness in the global market even when the euro rises against other currencies.

A government panel set a goal Friday of doubling direct foreign investment into Japan to ¥35 trillion in 2020 from ¥17.5 trillion in 2011, focusing particularly on the energy and medical sectors, officials said.
The panel expects the investment to increase by ¥1.9 trillion annually on average by promoting preferential treatment, including an exemption from corporate tax, in the government-designated special economic zones in the March 2011 disaster-hit areas.
The government will hold symposiums targeting foreign firms at home and abroad, promoting the benefits of setting up plants as well as research and development hubs in these areas, the officials said.
It also hopes to boost the number of employees at foreign firms to 2 million in 2020 from some 750,000 in 2006.
Hiroshi Ogushi, parliamentary secretary of the Cabinet Office who chaired the panel meeting, said, "We want to revitalize the Japanese economy by attracting long-term and stable direct investment."

NEC Corp. said Friday it will provide support to help struggling chip-maker Renesas Electronics Corp. turn its business around.



"As we have received a request from the company for support, we will offer a certain amount of support, taking into account it is our important business partner," NEC Senior Executive Vice President Takashi Niino said at an annual shareholders' meeting in Tokyo.
But he declined to elaborate on the details of support, saying it has not been decided yet. NEC is a major shareholder of Renesas, which controls about 40 percent of the global market for microcontrollers for automobiles.
NEC and two other major shareholders of Renesas have basically agreed to provide ¥50 billion for the firm, sources said.

Economists and experts remain split over whether raising the consumption tax would help restore the country's battered public finances or choke future economic growth.
The ruling Democratic Party of Japan is hoping to double the 5 percent levy in 2015, in two stages. Raising the sales tax by 1 percentage point would generate an estimated ¥2.5 trillion in additional income.
Those in favor of increasing the tax point to previous cases overseas.
"Looking at increases abroad shows they don't cause substantial damage to countries' economies," Mitsumaru Kumagai, chief economist at Daiwa Institute of Research, said Thursday during a lecture in Tokyo.
According to Kumagai, a study of 67 sales tax hike cases in Europe since 1980 shows the impact on growth is "limited" and often doesn't have any economic impact.

Finance Minister Jun Azumi said Friday he is ready to join U.S. Treasury Secretary Timothy Geithner in calling on Europe to take fresh steps to tackle its fiscal crisis at the G-20 talks next week.



"Secretary Geithner appears to be calling for various specific steps" from European policymakers, Azumi told reporters.
"I'd like to hear directly from him on what he has in mind, and if that turns out to be something we can agree upon, I will urge European (leaders) for action together with the U.S."
Geithner has said all eyes will be on Germany and other major players in the region to clarify proposals for measures, such as a European banking union, to tame the crisis.

The Bank of Japan on Friday kept its key interest rate unchanged at between zero and 0.1 percent and said it would leave its ¥70 trillion asset-purchasing program in place. After a two-day meeting of the central bank's Policy Board, the BOJ said the vote on keeping the interest rate unchanged was unanimous.

"The bank recognizes that Japan's economy faces the critical challenge of overcoming deflation and returning to a sustainable growth path with price stability," it said in a statement echoing its previous comments on the economy.

"In global financial markets, some nervousness continues to be seen, mainly due to concerns about the European debt problem. Particular attention should therefore be given to developments in these markets for the time being."

The decision to keep the rate unchanged was likely to disappoint lawmakers who are pressuring the BOJ to do more to stimulate the world's third-largest economy.

Although Myanmar is still closed to foreign banks, major Japanese financial institutions have stepped up their involvement in the country, preparing themselves for the time when the government will give the long-awaited green light to their full-fledged operations.
"Currently we are limited to collecting and providing information in Myanmar, but as a medium-term goal we will certainly be aiming to launch our core financial businesses," said Tetsuya Akutsu, deputy general manager in the international coordination division of Mizuho Corporate Bank.
The bank reopened a representative office in Yangon in early April for the first time since 2003 to help Japanese corporate clients set up business bases in the country.
At present, foreign banks are under strict rules by Myanmar. They can only set up a representative office and are not licensed to do primary operations such as lending, financing, opening bank accounts, accepting deposits or foreign exchange dealings.

Economic growth in the first three months of the year was upwardly revised to an annualized 4.7 percent from a preliminary reported 4.1 percent, helped by a milder decline in corporate capital outlays and slightly stronger consumer spending, the government said Friday.

Representing the third straight quarter of expansion of Japan's real gross domestic product, the latest figures underscore that domestic demand has propped up the economy as it recovers from the March 2011 earthquake and tsunami, an official of the Cabinet Office said.
The office sees no need to change its assessment that the economy is on the way to recovery at a moderate pace, but some economists are wary about the outlook toward the end of the year, when the effect of government policies that have been spurring consumer spending will likely taper off.

The Financial Services Agency may impose heavier fines on those who engage in insider trading in light of a spate of recent cases, according to its new chief.



"I am aware that there are people who feel the current fines (against the practice) are too low," Tadahiro Matsushita, the new financial services and postal reforms minister, said during an interview with The Japan Times and other media outlets Thursday.
The government is coming under pressure to take stricter action following a number of insider trading scandals recently, including a case in April involving SMBC Nikko Securities Inc.
"We need to study past incidents and discuss creating tougher regulations, including higher penalties," the new minister said.

Last week, we analyzed the vocabulary in Japan Times articles.  I asked you to choose the articles yourselves so you could see the vocabulary list was valid.  Your results ranged from 87 to 98% coverage.  Many of these words you already know, so I have reduced the vocabulary list to 655 words.  This week, we will begin learning the vocabulary efficiently, using software called Anki.

先週の授業で、ボキャブラリーリストとジャパンタイムスの記事を見比べ、 どれくらいの確立で、ボキャブラリーリストに載っている単語が、記事に出ているかを確認しました。その結果、87-98パーセントの確立で、単語が記事で使われていました。今回私は、2000の単語の中から、簡単な言葉を削除し、655の単語を選んできたので、今週から、その単語を効率よく勉強するために、「Anki」というソフトを使っていきたいと思います。
